While having Gasper de la Croix in my HQ and using surprise sites like Byzantine Ruins/Yerebatan Cistern/Forgotten Asylum, rather than having the sites returned to my hand they still get sent to the archive. Can anyone check if this in intentional or not?

Looks like all the targeting sites are bugged in the same way... Awaiting dev input.
