I can confirm this.
It happens to my games when both myself and my opponent have sites in the same region - it seems like Gather the Faithful (GtF) is screwing up the game's code logic because it gives +1 to all sites. So the competing sites in the same region are getting +1 but there's no logic to tell the game that it should be awash (that's my theory anyway).
