2 Site +X - X is the number of Sites you control. 1
What exactly does it mean by 'Sites you control'? Does it mean you have score value in a region or just have site in a region?
We have other memories which say, 'opponent cannot score if you control this region'. What is the difference? Is controlling a site different than controlling a region? I think I needed to write it down to understand... oh well...

You need to have a site deployed in a region to increase X by 1. X is either 1, 2 or 3.

It counts as one so deploying it on an empty site where you have sites in the other 2 gives you the full benefit.

It counts as one so deploying it on an empty site where you have sites in the other 2 gives you the full benefit. Regardless of wether or not those sites are scoring influence, regardless of what score you have in the region, regardless of what sites your opponent has

Actually the difference between this and Capella Sistina is that Capella says if you control the "region", while this one counts the "sites" you control. The two are not the same.
