Name: Arrow Storm Faction: Crime (Assassin) Rare Card Type: Suprises Ability: Agents in target region get -0/-X. X is the number of Agents in your HQ. Cost: not sure, can adjust accordingly, no income boost.
Agents that are campaigning, resting or resolving do not count into X. Agents in target region also include yours if you have any in that target region.
I think Arrow Storm is quite familar to AC players, and dev should create a card for it.

Arrow Storm was first introduced in Brotherhood, right? So maybe we'll see something like it in the Renaissance expansion.
The idea behind it is already implemented in Target Practice though, but I like your version more as it fits the original circumstances in Brotherhood better...

Target Practice is AC2's "counter part" as when you obtained new weapons, you usually got to train in Leo's back yard and shoot or assassinate straw dummies.
I like this card as it requires you to have agents, so it can't be spammed in an agentless deck and instantly deny anyone trying to campaign regions.
