Lanz has evasive manoeuvres played on him he stays safe forever? I don't get that.

If Lanz is always blocked and not blocking, threat takes out the blocking agent before damage dealing, so safe never has to be activated. It will be the same for any threat agent, unless blocking or blocked by a threat or cunning or safe agent. Or you can just call him Lanz Barbarigo

Why doesn't everyone do that then?

Why bother to have him safe all the time if you keep attacking with him and never block with him anyway? That's why threat is cool. And that's also why you sudden exhaust lanzs. The only real reason you might pre-evasive maneuver him is when you're expecting a surprise to be played on it to kill like sudden exhaust + tactical upheaval or tactless theatrics. Otherwise threat would keep him safe with the evasive in your hand anyway.
