I'm putting this in card discussion to get people's thoughts. I dont think it's a bug, but I also don't like it
Opponent plays Roma Vaticana, he has a 0/1 blocker. I wait until last possible second to attack the region, thinking that he won't be able to block me because of Roma. Now I know blocking is not the same as campaigning, but shouldn't Roma stop him blocking me?

No he can block in Roma. WAI you said it yourself.

Yes, you can block on Roma. It's the same principle when you block an opposing agent in a region where you have a Borgia Tower and your agent does not get +1/+1. Blocking and campaigning mean specific things. In terms of gameplay, an agent cannot be doing both at the same time.

Campaigning = attacking. It could sound ambiguous, but it is a specific term in this game. You'll never see a card use "campaigning" to refer to blocking agents.
