Has something like this been suggested already?
A low to medium cost, no income, non-surprise action that pauses the target launching memory until it finishes resolving itself. At which point it archives and the target memory finishes resolving. Alternatively, it would archive and the target memory be immediately resolved.
Maybe that's too cheap. But I can think of all kinds of interesting uses for it. If you are quick enough with it, it could make Scientific Espionage miss its target. You could hiccup Femme Fatale in the hopes that the next draw will reveal a tactical upheaval. I'm sure there are tons.
By making it no income, no draw, it might prevent it from being too abused. After all, the target eventually does resolve. In lots of cases, all it buys you is time.
Anybody got thoughts?

It counters a surprise, or anything, essentially, which I think is overpowered, IMO. It counters a counter and severely changes the nature of this game. It would have to carry a pretty big penalty for such an ability because it can push through any memory guaranteeing a combo/win/whatever.

Yeh, it's a little different to what has previously been suggested, but the problem with any card like this is it can nerf an entire counter deck all on its own (although this is slightly weaker than previous similar cards, as it only affects one action, not them all).

I still think it would be damn hilarious to play this resolve freezer on something like a femme fatal, and then when the resolve freezer is just about to run its course, to play a 2nd resolve freezer on the 1st

I think it's a good concept card. As it does not give any card advantage by itself, it should have a ressource boost. I suggest a cost of 3.
Brain Freeze Cost 3 +1 ressource Scholar Action Target action or surprise will not resolve until Brain Freeze is resolved.
