Hello -- I am new to the game and new to making my own deck...
Any advice for making my first decks? So far all I know is that I either have had bad luck with my initial hands OR I don't have enough low-cost cards.
Any advice for average card costs?

in terms of income cost, the balance should be logical: if you are playing many (7-14) cards that have a play cost of 7 or higher, you should be playing many income boosting, low cost (as in 0-2 casting cost) cards. ideally, in my income intensive decks like this, i like to play roughly 25 cards that can benefit my gold income in some way, with about 10 cards devoted strictly to raw income boosting (like plentiful crop, dama rossa, forced inheritance, etc.)
while, in more rush/weenie oriented decks, you don't want to waste your hand with too many income boosters when you have several low cost agents/sites (0-4 casting cost), so you should only need about 15-20 cards related to income boosting, with only about 5-10 cards devoted to very quick income boosts (knowledge has a price, political patronage, forced inheritance, etc.)
if you then start getting hands that are too instable or unreliable with too many income boosters and too few threats or vice versa, it's good to try to use some deck thinning tools like draw power or tutors.
and of course keep your deck to 50-51 cards total.
