The core cards: 5 Field study- Draw one memory per site 5 Leonardo's workshop- +1 point per memory drawn (1inf, effectively two since you draw each day) 5 Basilica di San Pietro- when replaced, receive this site back (0) 4 Master Architect- when a site resolves, draw one memory 0/3 Agent Removal 5 Amerigo 4 Roma Vaticano- no agents may campaign on this region. (2 inf) Auxiliary Sites 4 Palazzo Library -receive prior site OR 4 Scholar's Den- Draw a Memory Income 4 Plentyful Crop 5 KIP (also, free draw power) 4 Divine Intervention (Knowledge has a Price can be used if nessecary) Extra 5 In-Depth Analysis Oh, maybe Papal Influence might work there. Scientific Espionage, if I had any, would go here. Quick Study is also an option. EDIT: Judgement Day... a possibility. Playbook Get income, play Master Architect if available, stall with Roma Vaticano (Two shut down any agent deck), build income, launch some Workshops and spam Field Study/In Depth/Roma Vaticano for memories with the architect. Why do you think that it's really competitive? Did you test it thoroughly and got impressive results? At least 70% of wins in 20-30 duels at least? I doubt it. As is for now it's a very rough prototype based on the Leonardo's Workshop + Master Architect + Sites idea. I think that it's next to impossible to tune it enough for competitive level but you even didn't try yet! To be constructive - you have only 18 sites. It's not enough to play Field study and Master Architect effectively. Think about Merchant Ships and may be City Stables as Income boosters instead of Plentiful Crop and Divine Intervention. For agent control I use in such decks 3 Amerigo + 3 Lassitude (Instead of Roma Vaticano District). Scholar's Den better than Palazzo Library/. Off course you need 4-5 Scientific Espionages to be competitive. It couldn't be replaced by any other cards. Laboratory Research has good synergy with Workshop. You also could discard excessive KhaPs (if you use them). Other cards to consider - Venezia San polo, Engineering Worksop, Leonardo himself. You have a lot of work ahead!

I know 18 seems too low, but this deck has quite a bit of draw power built in. Palazzo replaces, and 2 San Pietro and an architect work wonders. Field Study produces well. Either alone probably wouldn't do it, but combined they work. Kadir, one of the new agents, looks perfect for this. City Stables/merchant Ship is a good idea.
Vaticano over Lassitude for the influence. (Actually, Pontifical and the new Ottoman Gunman would fit...) Influence builds up surprisingly fast when you're stacking sites. Lassitude is for delaying, and I'd rather completely shut down agent decks, which are the majority. (also I only have two Lassitude.) Although Lassi + TA might go somewhere.
I tried Lab Research in an earlier draft; I just didn't have enough space. At the beginning, KIP is better for income, and at the end Field Study and In-Depth Analysis make it seem irrelevant.
I don't have Leo, or I'd use him.
