Do you buy packs or the cards themselves? I used to have great luck with packs but 3 900 packs later and i get the worst rares there are. I'm thinking just buying individual cards would be better

If you have a lot of cards missing, buy boosters. If not, buy singles to fill out collection. A good guideline (rough) is to stop buying boosters after you have 5 of most uncommons.

I'm a big proponent of buying packs. Sure, you get the occasional crap rare (I've pulled like ten Pantheons), but I look at that as just rounding out the collection. You never know when a new card can make an old awful card really good (like the new Maria Thorpe/Abbazia combo makes the previously garbage Abbazia a good card). Also, it takes all of the fun out of the game when you are just grinding to get specific cards. It can take a week to get one Political Patronage. Put differently, it can take a month of grinding to get enough credits to buy five Patronages. If you spent those same credits on packs, you'd get fifteen or so packs. Don't forget that when you get five of an uncommon, you can sell any extras you get on the market. While some assassin uncommons aren't worth much, some, like In-Depth Analysis can go for 400+ credits. By the time you get your collection up and running, you can usually average an assassin pack every day (or close to it). Keep buying packs.
