I unfairly beat coolkendude a minute ago.
I had a Basilica di Santa Maria del Fiore (opponent plays a scholar action, dump their most expensive card) when he played Monteriggioni (all actions are surprises) in another region. However, any time he played a green action, it resolved at the regular speed. Actually, it may have been unique to In Depth Analysis. I noticed it happen on that action twice and can't remember if it happened to others. All other actions (both mine and his) were resolving with surprise. Including my PS's with which I dispatched his "shoulda been surprises."
Something about Basilica's ability messing up the surprise resolve, maybe?
I might not have noticed, but his IDA's had their action icon change to the lightning bolts. Usually, I don't have time to look at surprises so it caught my eye.
Coolkendude, is this what you saw as well?

Yeah, I was replaying the events in my mind and it looks like Santa Maria del Fiore was the culprit. It was really strange because some actions were resolving as a surprise (but I think it's because I played Militia Intimidation before). As Kyle mentioned, my 2 In-depth Analysis were not resolving as a surprise with Monteriggioni and Santa Maria del Fiore on the board but some other memories were ok (I just can't remember which memories resolved properly).

As this bug can not be reproduced, I'm gonna close it. We can open it again when the bug reappears.
