When a memory is erased, Cyril of Rhodes gets +1/+1.

It should only get +1/+1 for memories which are erased once it is in HQ, right? But it is getting +1/+1 for all the memories in the erase bin, even though they were erased before Cyril existed.

I've not used him much but I didn't have this, can anyone else confirm, if it is the case then I would assume its a bug.

I played with him quite a bit when the expansion first came out and never ran into this problem... When I dropped a new one it would always start 1/1

Same here, he always starts at 1/1 when he resolves after launching him. Was there any other card in play when you noticed him getting more than 1/1?
The only other thing I can say here is that if there are more than one Imperial Gardeners (IG) in play, he gets an additional +1/+1 when a memory is erased for every additional IG on the board.

I only saw this once, don't remember the other cards.
Opponent had 1 Cyril in play and it went straight to 5/5. Then he brought in one more Cyril, which also became 5/5.

Did he copy the first Cyril with a purple card? Maybe the bug is in there.

Play him a lot recently. Didn't happen to me by just deploying one. Maybe other cards where in play?
