I like that idea.
Against Sofia Sartor you could tranform that useless 10 site to a citizen bring-my-own-big-Kane. I like the versatility in such a card.

Could also build up site and after it scores 10, change to an agent to score in a different region.
The Timmy in me wants to make it a surprise effect to vastly increase it's usefulness: - Score on the day, then convert to an agent to score half a day later - use as a surprise blocker - avoid a mob justice.
But that feels overpowered. Adding Defender trait to the Citizen would fit thematically.

Nice idea - I like it.
Edit to add: a similar agent->site card would be neat, too. Perhaps some sort of Builder - sacrifice one to get a site of a certain value, sacrifice multiples simultaneously to get a site of a larger value. Simultaneous actions being (likely) impossible, perhaps instead:
Sacrifice one builder: create Random Construction site with 2 influence. +2 influence for each builder sacrificed thereafter.

Like the idea, but I'm not so sure it would be fair for the price of 3 (both for the cost of placing it and sacrificing it). Maybe a cost of 4/5 and a cost of 4-6 for the ability?

I think I'm ok with the cost but take out the +1 on income. For triggering the ability, make it closer to Teodor's trigger cost; maybe around 6 or 7 gold to place a virtual agent with influence and health equal to site influence.

As a twist on the idea, how about instead of sacrificing the site we add a site called "Militia Barracks" or something, that can produce one new agent/day - cost & power TBD.
Edit: (I'm choosing to ignore that there already is a memory called "Militia Barracks).

Unlike Teodor, you have to sacrifice as many influence as you gain in power on the agent. That motivates the lower cost. I'm glad to see so much discussion. A card that crosses the site / agent line is interesting.

My thought process was more on the idea of converting it to a virtual agent after pumping up the Site so it's influence could be as high as 10+ while only using 3 to trigger the ability. But I guess it's offset by the fact that you need time to set it up.

That sounds really powerful. We could limit it and pair it with the upcoming relentless ability. Something like: Reserve Guardhouse Media 5 0 influence Place two virtual 1/1 Militants with relentless into into this region if possible. If Reserve Guardhouse is neutralized or replaced, neutralize both virtual militants.

Fifth column is a military term for people that are attempting to undermine/sabotage/destroy an in place political power system, either legitimate or not. The more common term bandied about today, but not entirely the same thing is 'terrorist'.
