I created a deck around Harbor of Julian and I noticed that its effect doesn't work anymore, if I play a second Harbor in a different region.

I can confirm this is a bug. In fact it is more serious than stated!
With one Harbor of Julian in play, my Mercenary Band only scores 2, with 2 Harbors in play it scores the normal 4, and with 3 Harbors in play it scores 6!
