Sorry for the hacky thread title - I tried to figure out a way to describe this potential bug in shorthand, and that's the best I could come up with.
I had the Maffeo/Geogrios combo down, and 0 in each region.
My opponent had Damat Ali Pasha and a horde of thieves in play. He kept attacking, and they kept scoring zero. However, they also kept getting +1/+1 with each (un)successful attack.
A thief that attacked with a power of 0 would not get a bonus, however (I used Sudden Exhaustion on one to check).

They still technically score. A 0/x agent, even when if finishes campaigning, doesn't count as scoring. (try a Exausted Copernicus, you'll see)

I don't agree, it's not consistent. A 0/x Lanz doesn't score, so an agent that cannot score more than 0 shouldn't "technically" score either.
I'll try to reproduce the situation later.

Ok, finally managed to get all the memories to reproduce this one and I can confirm it.
Lanz and Damat Ali Pasha continue to give their bonus even though they do not score.
