That's true. The advantage of Papal Bull is its versatility, you can use it against agents and against sites. Often you don't necessarily have to neutralize a card, but just get rid of its nasty ability (e.g. Altaiir learned, Carlo Grimaldi, Silvio, Byzantine Church, Abbazia). Furthermore it costs only 1 gold.
Papal Bull is a solution against every ability, regardless if it comes from a site or an agent. Neutralization does more, but it is also more specific (you can't neutralize an Altaiir or Silvio so easy for example) and more expensive. You also have eraser cards but most of them can target either agents or sites but not both and they are more expensive too.
I would say the use of Papal bull is situational and deck specific. It can be very high however.

But silvio and altair are slow cards, if i use blue eraser deck i dont care, they are pnly bad when i play an agent strat without erasing or other tricks.
Both cards are not good, but the bug against counter in silvio case and altair not effectivly countered makes them popular.

There was this guy who beat me in 2 days cause he played a deceptive street thespian and boosted it like crazy. The plan, advanced training, magnetic personality, evasive maneuvers. It couldn't be touched >.>

Uncloned. Felix submitted his scholar version with draw power from Sofias office and field study. Don't think there is a media version which I also think works well.
