No, the card doesn't guarantee a win, and yes, like any other card, if I don't draw it it's useless. But man, I love it. That said, none of you should use this card. Thank you.

As a surprise, I'd gladly pay two gold. 3 if it worked on launching memories.
But yeah Papal Bull is an incredible card.

You want to use it for income but when it's time to get income there's no target and you end up hoarding it. And get no income lol. I also find it hard to fit into decks now.

No the income is just an additional bonus, but PB is definitely no income booster. It's a solution for many problems and I love it too.

I don't think rarity should be in any way related to the "power" of cards. It's just not fair for the casual gamer that doesn't own all the cards, and gives a big advantage to the big spenders (as I am).
I rather see rare cards give some extra depth or possibilities (like Femme Fatale). These cards would allow for more varied strategies, but not necessarily stronger ones.
