I made this for fun to try something new, but I've had a surprising amount of success with it. Collateral Damage is much stronger than it looks on paper (income growth seems somewhat exponential, so if you can slow it down a bit early game Collateral Damage stays strong into the late game).
Key Cards: 5 Corrupt Herald 5 Underground Passage 5 Collateral Damage 3 High Profile Assassination
5 Paola 5 Teodor Viscardi 2 By Order of the King 3 Faux Pas 1 Forced Charity 3 By Court Order 3 Change of Plans 2 Controlled Arson 3 Preemptive Strike
The goal is to basically lower their income enough so that you're drawing new counters and kill cards faster than they can play any win cards. At that point you can win with Bankers, Viscardi, or Heralds (if you can get a couple of unopposed Heralds on the field it's usually over). Paola acts as an income booster and a delay. Change of Plans is especially brutal when you steal an agent they had to wait a few days just to play.
So far the biggest problem this deck faces is site-based decks where I end up with several kill cards with no targets available.

got one of these decks too  but i dont have the right cards to get it going perfectly. got alot of wins anyway with it. i think with new cards this kind of deck might get really popular too. my suggestion would be to take out paola and rather add forced charities or sth because you dont need to delay if everything works as planned and if it doesnt you are done anyway against a good deck. you can also add a secret catacombs so you can steal the enemys sites like you do it with change of plans. my deck focuses on reducing income alot and countering weak incomeboosting cards while stealing strong cards from the enemy (ignore weak cards which dont give alot of income).

mana, stealing cards has nothing to do with "a lot of income" or not, since when the card's played and resolved, stealing it doesn't give you more income or take away their income  Dunno if that's what you meant

ye okay that was confusing... what i meant was: -i steal strong cards -i counter every card that gives the enemy some sort of income actually common sense^^ u think im stupid?

Nah I was just wondering if I missed something in stealing + income management  I got owned by 2 Collateral Damages in a row against one of my least income-intensive decks. It was a short game
