What I think would be interesting is something like
1/2 for 4 assassin that rests twice as fast, and
1/2 with recover for 5 (Templar) that rests twice as fast.
Also, I think more agents should resolve as a surprise.
And there should be a counter-counterspell surprise that resolves twice as fast.

I like idea of a few more agents resolving as surprises (rapid response team!) but think 2 levels of counters is enough. 3 would be a bit crazy IMO

Maybe a bounce? Or a "safe"

I don't like "exceptions" - surprises are all the same speed - resolving something to be faster than surprises means that 3 months later people will clamour for something that resolves as soon as you release the thing, and then everything's imba and then it all gets nerfed in the end anyway
