Evil Bank
Crime Rare Action cost 3 +1 income
Ability: Opponent's next card's cost +4.
When you play this card, All opponent's cards in his hand gets +4 cost, untill he plays a card. For example, if opponent has 1 LANZ and 1 PAOLA in his hand, after you play Evil Bank, his LANZ become cost 7, PAOLA become cost 4. Then after he plays PAOLA, his LANZ in hand gets recovered to cost 3.

Too strong. Faaaaar too strong. The idea is nice because original, but it's imbalanced.

I don't know how to balance this one. I think it's either too strong or too weak as a concept. You lose card avdantage to soft lock your opp. 2 of these in your starting hand with a PP and your opponent can no longer play the game. Make it +1 cost and you will just have a weak card that won't be played. I don't know. ^^

Then this card is for locking opponent's agents. On the other hand, may change it to next site gets +2 cost.

Or you can make it last one day.
4 Action Crime Until nex day, all opponent memories cost +1 ressource more. Draw a card.
