Papal Bull removes an agent's card text, but they still cannot be blocked by non-official agents as if they retained their official ability. Also the same for Donato and Carlo, Beguiling Courtesans with Cunning. Seems that all standard abilities are still there, just not in the card text. Confusing. Same as abilities on sites - Papal Bull was played on Monterigionni, and the effect is still in play.
