in a game i recently played i used papal bull on a silvio. afterwards i was able to damage him BUT he still always had his safe sign (the red shield)

It's an old one.
Papal Bull, apparently, does not remove FIRCE, SAFE, THREAT, OFFICIAL or CUNNING.

you misunderstood...
safe WAS removed. its just that his indicator wasnt removed. i was able to kill silvio but he still had the little red shield on the right bottom of the card
