A contestant for Altaem's challenge.
Haven't done the math, but should be less than 5k, otherwise swap the cards for the suggestions.

5x basilica Di San Pietro
5x rosa in fiore (can the swapped for merchant ship)
Sites effect (7):
2x Roma Vatican district
3x assassins guild
2x secret catacombs (anti big building - can be swapped for venicia, San polo district)
Sites scoring (8):
5x basilica Di Santa Maria novella
3x quite chapel
Effects (18):
3x Judgement day
5x seeking sanctuary
5x pontifical high mass
3x Change of plans
2x wrath of the righteous (can be swapped for any anti character card. E.g. assassins guild)
Agents (7):
5x sivio barbardigo
2x Borgia cardinal
The idea is to pump out sites and pump them up with pontifical high mass (PHM), seeking sanctuary and judgement day. While holding the opponents characters at bay. It can work quite well. I played with a version with only 1 PHM (only have 1) and it did good. A counter deck would be tough as there are weaknesses and it is dependent on certain cards. Still it can hold its own. Once you get silvio barbardigo out and taken some of his best agents with change of plans, you should be good. You should also win the site rush - especially with secret catacombs.
Although the income may seem weak, there are 8 more cards with cost 2 and a plus 1 income. That should be enough to get going in most games.
