I just saw in Front of my eyes an art gallery resolve in the same region as my 5 influence topkapi palace... And the art gallery ended up with 1 influence, my palace remained at 5. Should it it be 0 for the gallery and 4 for my palace?

Maybe it's gotta do with that the palace is a new targeted site type... Someone please confirm this, thanks.
