I assume Lorenzo should get 10/10 when you get 20 score. He doesn't. Instead, if you deploy one when you do have 20 then he becomes 10/10. See the picture. Attachments:

This is true, you need 20 income for him to proc.
In the first version of revalations, he was comparitavely weak, after the balance changes he got stronger but more nich, in RV , he's less strong but much less niche. I did a deck with him called lucky number 7 I'm just updating it now.
edit : to be clearer, you need to have 20 income, WHEN , you put him in your HQ, he won't become 10/10 if you play him before that point.

That's working as intended.
There is a big difference in ACR between powers with "get" and with "have". Here, Lorenzo gets +5/+5 when he is launched. To have an exemple of a card with "have" you can read Caha (her effect is permanent).
