Yerebatan Cistern Cannot be targeted

While playing a game earlier today, this player used Yerebatan Cistern so I attempted to erase it with Ottoman Janissary but was unable to pick it as a valid target while the other two sites in play (Art Gallery and Constantinople Galata) were able to be targeted.

No other cards were in play by my opponent or myself that would've prevent site destruction of any kind.

Yerebatan is a weird card. I think this is related to my post (which hasn't been responded to--see my bug thread). I think I've further insight into the bug I posted. When Yerebatan is replaced, it kinda sorta isn't for the purposes of targeting. Several times I've played art gallery on top of Yerebatan, then Incognito on top of art gallery, but the deceptive effect didn't work. When I double tapped the art gallery, the card info for YEREBATAN came up (instead of art gallery) with the Incognito ability.

So somehow YEREBATAN was targeted for Incognito, even though Art Gallery was on top of it. Art gallery did score using its own ability, but in its own region without deceptive effect.

Weird.
