There was a discussion thread somewhere questioning whether the agent resting after COP is a new thing (which is not, been out since the prior update). There is however a small change to COP. You can now no longer target your own agents. So, previously, if COP was played on your own agent, you could immediately play your own COP on it, to get it back one second after you lose it, meaning you only loose it for 1/2 - 1 day, depending on whether it was already campaining or not (the time you can't use it to score, only block, while COP resolves, plus the mandatory resting time after a COP, plus the time between the first and second launching of the two COP's). Now you have to wait until the agent first changes hands, only then can you cast COP, meaning you effectively lose usage of the agent for a day to a day and a half I remember when you could immediately use a COP agent, no resting delay at all

Are you sure you were having less than 6 agents? If your HQ is full, you can't play CoP.

IIRC the first version of COP (Pre balance changes) the agent arrived in your HQ exhausted.
After the balance changes ,the agent arrived in your HQ rested.
After the expansion it went back to the original version.
I don't think there have been any other changes to it.
I haven't tested it on my own agents yet.

Are you sure you were having less than 6 agents? If your HQ is full, you can't play CoP. Could be...
