1) Piri Reis was in play in my HQ. Opponent cards have no surprise. 2) Opponent uses PyP to steal Piri in my sequence and puts him in play. Now both of us have no surprise. 3) Opponent uses Change of Plans on my Piri so he should have his surprise back when Piri finishes resting in his HQ (he now has 2 Piris in his HQ). But then he uses Preemptive Strike (or some other counter) on one of my cards and the counter still doesn't resolve as a surprise. I still lost.

This happened to me without the Piri in my own HQ before hand. When I used Change of Plans, I expected the lack of surprises to switch, but my own resolved at the slower rate and my opponent's worked fine. Very disappointing. May have decided the game. As it was, I had to kill him off by blocking a stronger agent to get surprises back.

I can confirm this one. COP on Piri Reis won't switch the lack of surprises effect so you have to kill him.
