This one's going to be hard to recreate, but... Earlier tonight I attempted to use Suleiman to counter an opponent's Carnevale. I hit 5g just in time to counter it, or so I thought. Suleiman went into play as a surprise, but Carnevale still activated and filled his empty agent spots with 2/2 agents. There were no cards in play (nor had any been played prior to this) that would've prevented the counter effect of Suleiman. I think that I just simply was (un)lucky enough to play Suleiman a split second too late, but still in time for him to go to the board. Somehow. I don't know if I'll be able to play Suleiman (or any counter card) with just that right timing again to recreate it, but I thought it was neat nonetheless (other than it leading to my loss, I mean ).

It's easier to recreate this with Yerebatan Cistern. Because you need to target a region after you've selected the spell to counter. If this spell resolves before you've selected the region, you will have both cards to resolve.
I don't know if it's intended or not either.
