In an absolutely normal game, I found my family heirloom just didn't have effect. It's not stuck in somewhere or show "no memories", it just went to archive and nothing happened. I tried another family heirloom and it still didn't work. The game end in a "network out of snyc". I didn't met this situation before, and don't know how to reproduce it (the only thing on borad is a suleimen). Did anyone met this BUG before?

Yeah, the first couple times I used it it had this effect. I think it was cause I thought the effect was grab a golden card(As in RARE) O.O
So all I had was family heirloom as actual golden cards and it would crash.
Then I finally understood the effect and when there was more cards, it worked.

Can I add, that a similar thing happened to my Engineer's Workroom... I would click to play the ability and it would not activate, it would just power up... then cool down.... (three occassions, in one match, loseing 7 gold to get a 3 gold site)
So this is not limited to Family heirloom)

I would also note that if you use an Engineer's Workroom to replace it with a Hidden Vault, the picture appears as a Hidden Vault but you can still use the Workroom's ability. Only the appearance is a glitch--I'm pretty sure that the effect is WAI.

I had the same problem with Quick Study and Family Heirloom in one game. I think I got an out of sync later, so maybe this is caused by players playing with different versions of the game.

BTW, what causes the out of sync problem? It often happens this days.

Different updates.... (Basically will happen when a card is used where player 1 has it do one thing, while player two has it do another

Hurdler (a dev who posts here occasionally) also mentioned that if a player is using a hack to control his draw that it'll cause a NOOS error as well.

A hack to control his draw?

No, you can't hack it (at least no known hack for now). What I've said is if people hack their hands (because a hack has been found), it will result in an NOOS right away (not after playing for a while).
Also, about the updates, the problem is now supposed to be fixed on Apple side if you play with the latest version.
If you have NOOS with the latest version, it's certainly linked to a bug, and not a hack or the problem we had with different version.
Note that the coming update will come with a few fixes for reproductible NOOS with some memories.

Hurdler, on that note, does that mean players are/will be forced to update their app before playing online? What happens if an older version faces a new version? Or does it just won't happen at matchmaking?

They are not forced, but they will be matched only to people having the same version as them.
People who have version 2.13, 1.11.12, 1.10.11 might still have problem, because I'm not sure the fix Apple did fixed the previous version having the same issue.

Does anybody still have any issues with Family Heirloom. I think this issue has been fixed.
