Is there anyone that can explain to me how exactly this card works? I have tried using it a few times and I just don't get it.

Sites usually score when the time cursor thing crosses the middle. So once a day. When Borgia cardinal resolves after being launched, all sites score once. So practically this means sites (including your opponent's) score twice in the day you launched Borgia cardinal. Useful as a finisher if your sites are in place. Pointless if you played him without sites that are already resolving or have resolved or if your opponent has higher influence sites than you, as then your opponent will score. Hope that answers your question!

Warning, though, your opponent will score too.

I decided to build a deck around him. It is semi-successful.

I use him in my faith/scholar land control deck, combine him with lots of low cost terrains and pontificial high mass for fast scoring!
