Mind Over Matter is the 9th challenge (available once you've beaten the initial story mode).
The rules of that challenge stipulate that your agents have no power and your sites no influence.
Maybe I'm missing something, but that basically leaves you with only 2 different ways of winning: gaining influence outside of scoring with agents/sites, or an alternate win condition.
As far as alternate win conditions are concerned, I only know of Juno and Novella Catacombs, both of which are only found in Assassin packs, so I will assume you don't have access to them.
That leaves us with ways to gain influence outside of the normal scoring way. There are few ways of doing this but they fortunately are all found in the Templar packs.
Since you made it all the way to that challenge, I will assume you should have quite a few aenimus credits to spare (probably at least 2500). You should definitely buy some templar packs with those, if you haven't already done so, and work on building a new sequence.
Off the top of my head, there are only a handful of cards that will let us gain influence points outside of normal scoring:

- Castel Sant' Angelo
- Basilica di San Marco
- Royal Intervention
- Leonardo's Workshop
- Petro Rossi
- Giovanni Mossenigo
- Crypt Della Vistazione
The last 5 cards of this list are Assassin rares, so we will disregard them.
That leaves us with Papal Influence, Michello, Art Gallery, Merchant's Guild, the Castel and Basilica di San Marco.
I'd say those cards would lend themselves rather well to a weenie Church/Media deck where you would chump block with agents that you bring out mostly to increase your income, and then try to score points using mostly Art Gallery and Papal Influence.
I won't give you a complete decklist, but here's something that could get you started:

Note that I purposely used very few rares in this deck, and all the cards are from the Templar packs. If you have access to Assassin cards, then Plentiful Crops would be a better acceleration cards. If you have several rares, more Dama Rossa or even Carnivale could be interesting additions (Carnivale will give you a lot of fodder to block/campaign with). Heathen Follower would also be a very good addition and, coupled with Carnivale, would probably make the inclusion of Basilica di San Marco viable. Clothes Make the Man would also be pretty fantastic with Papal Influence, if you have access to them.
I'm not entirely sure this deck can work, I think it might into some trouble against some of the AI-piloted decks, but there's probably a good chance you could win, on a decent draw...
