What does "If you control this Region, opponent can not score in it"? I tried to use this card in a region, but opponent still can score in the region, does control mean get 10 points in this region?

As long as your opponent doesn't also have ten points in that same region. Then, neither have control of that region yet.

I play 5 of it in my site deck.
It's so awesome to lock the region this way. You're not even obliged to wait to have 10, because you're adding +3 to your former influence there and you will certainly have 10 pretty soon anyway.
Great underplayed site.

Does the lock work with attacking scoring agents, sites that diminish capella's influence (should), RI, papal influence, etc? Have you actually seen the score bounce off or is it more that people get scared off of even trying? I was under the impression it's bugged and so don't play it...

This is my new favourite site deck card. You compete with your low scoring sites in the main site your opponents agents/sites are scoring, then launch capella sistina and a papal influence. (Assuming no anti-site) Boom, all his work of getting the region to 8 or 9 gone.
