you cannot stop a launch ability like Scholar's Den or San Polo with Fishing Village. To be able to do that implies you launch the ability exactly at the moment the opposing ability resolves, which is frankly ridiculous. Also it explicitly says "does not affect launch abilities", lol I didn't mean it in that way... you're right about not being able to affect launching abilities. I'm talking about say somebody launching Buried Cathedral (BC) on you, you can activate Fishing Village (FV) after he launches BC so that when BC resolves, FV's ability should also resolve and hopefully your top 4 cards in your sequence won't go to the Archive if you timed it properly. Well, obviously if you time it so that Fishing Village resolves before whatever ability kicks in, then sure. Buried Cathedral and other trigger at day start cards are like that, specifically. Other "always on" abilities will get turned off when Fishing Village's ability resolves, for example Nobles should get their safe turned off as soon as fishing village's ability resolves (haven't seen it yet myself, seems like EVERYONE thought it was a resolve ability and not an activated one).

Getting back on topic...
The way it works in v2.16 is that as soon as the Harbor is removed or it's ability is disabled all nobles will immediately loose their safe status. Agents that were already safe will stay safe.
Looks like everything works as intended. Changing the status to fixed.
